What you are meant to do here is to personalize your account.

Add your date of birth, and Nigeria as your nationality. It does not matter you are using a foreign PayPal platform.

You are to choose your means of identification – National ID, International Passport or Driver’s License and enter the correct number on your preferred means of identification document in the form.
